Dawn Thomas
Managing Director, CNA’s Institute for Public Research
Ms. Thomas is a Managing Director at CNA’s Institute for Public Research. She is the Co-Director of the Center for Emergency Management Operations and the Director of the Center for Critical Incident Analysis at CNA. Over the past 18 years, Ms. Thomas has worked on diverse emergency preparedness issues, helping state, local, regional, and federal entities prepare for and respond to cyberattacks, public health outbreaks, biological attacks, earthquakes and tsunamis, mass casualty chemical incidents, IED attacks, active shooters, and large-scale evacuations. Ms. Thomas has a BS from Carnegie Mellon University and an MA from the Hebrew University of Jerusalem.
