This research project will conduct a preliminary assessment of whether security breaches of local law enforcement agency data are sufficiently numerous and serious as to be worthy of public concern and a policy response. If warranted, it will also set out tentative recommendations for policy changes. The study will entail a factual description of the nature and extent of local law enforcement data breaches, categorizing these breaches to provide an analytically useful picture of local law enforcement agency data breach vulnerabilities. It will also include a legal and policy analysis that may recommend statutory revisions related to this challenge.
