In April 2025, a group of researchers affiliated with UC Berkeley and the Center for Long-Term Cybersecurity with expertise on AI research and development, safety, security, policy, and ethics submitted this formal response to the White House Office of Science and Technology Policy (OSTP) in response to the Request for Information on the Development of a 2025 National Artificial Intelligence (AI) Research and Development (R&D) Strategic Plan.
In this submission, the researchers recommend the inclusion of three critical areas of focus in the development of a new 2025 National AI R&D Strategic Plan. Their recommendations are intended to help ensure the new Plan enables the United States to secure its position as the world leader in artificial intelligence by performing R&D to enhance U.S. economic and national security and promote human flourishing. They argue this requires three areas of focus:
- Develop effective methods to preserve human oversight, control, and accountability
- Expand research and development of AI standards, security, and reliability
- Understand and address the implications of AI for human flourishing
